US CBP's new T86 customs clearance test launched!

The US Customs and Border Protection (CBP) recently launched a new version of the T86 clearance mode test, which comprehensively intercepts Chinese goods that do not meet the conditions by updating system rules and technical operation guidelines.
 
This test involves changes to the manifest process for air freight, truck, and all transportation modes. It is explicitly required that from the effective date of the policy, goods that do not meet the standards will not be eligible for expedited release and must pay an ad valorem tax of 120% of the declared value of the package or a fee of $100 per item.
 
 
1. Core points of the new customs clearance policy
 
Three fatal error codes for air freight

181 (Invalid country of origin code): The country of origin code on the manifest does not comply with regulations and needs to be corrected immediately
110 (CBP entry line missing): Key customs clearance information incomplete, complete data needs to be supplemented
188 (incomplete delivery record): There are missing required fields and all declaration information needs to be completed
 
Key restrictions on truck transportation
 
470 Error Code: The goods do not comply with the revised EO14256 regulations
350 Notice: Before the policy takes effect, the manifest must be submitted, but after the policy takes effect, the goods arriving at the port must be handled according to the new regulations
 

General rules for all modes of transportation
 
1M message: The manifest was submitted earlier than the policy, but the transportation vehicle was delayed in arrival, resulting in the cancellation of the fast customs clearance qualification
 
4E Notice: Goods that have been released but have not arrived at the port in a timely manner will have their customs clearance permit revoked
 
2. Major upgrade of system monitoring
 
The ACE system monitors the declaration process in real-time through FER (Fatal Error Rejection) messages, and will directly block customs clearance if any of the following anomalies are detected:
 
Code 318: The country code does not meet the ET86 criteria.
 
Code 33: Involving ET86 exclusion countries (divided into two disposal methods: direct refusal/temporary seizure of goods).
 
Special warning: All goods shipped before the policy takes effect but arriving at the port after it does will no longer be eligible for T86 duty-free treatment.
 
3. Emergency response measures for cross-border e-commerce
